The Ministry of Health of Romania is responsible for policy review and development, supervision of health sector activities, formulation and dialogue with health development partners, strategic planning, setting standards and quality assurance, resource mobilisation, advising other Ministries, departments and agencies on health.

The Ministry of Health is the central administrative authority in the health sector. It is responsible for the stewardship of the system and for its regulatory framework. It is also in charge of monitoring and evaluation of population health, provision of public health education and health promotion, human resources policy and certain infrastructure investments.

The National Institute of Health Services Management (INMSS) is a public institution dedicated to the education of public health professionals. The Institute aims to improve health, prevention of disease, and informed decision-making by policy makers.

The Institute is specialised in elaborating post-graduate training programs adapted to the specific needs of the staff working in health system and ensures their accreditation, organising and certifying the continuous education mentioned programs. Scientific and operational research is another important area expertise, as well as delivering documentation for consulting reports.
