Primary care managing experience

The Primary care managing experience is an interactive workshop designed to explore practical responses to emerging challenges in primary care services. It addresses current issues related to workforce coverage, increasing population needs, and long-term sustainability, drawing on recent innovations implemented within the Catalonia primary care system.

The workshop provides a structured space for participants to exchange experiences, concerns, and proposals, with the aim of strengthening leadership and management approaches in primary care. Through dialogue and shared reflection, participants will gain new perspectives on how to organise, lead, and transform primary care services in complex and evolving contexts.

The workshop aims to:

  • Provide a forum for knowledge exchange on current challenges in primary care.
  • Explore leadership approaches that support interdisciplinary teamwork and service development.
  • Introduce participants to innovation strategies promoted by the Catalonia Health Department.
  • Foster a network and learning hub for current and emerging primary care leaders.

Target group

Professionals responsible for the planning, coordination, and management of primary care services, including clinical leaders and health service managers.

Expected outcomes

By the end of the workshop, participants will:

  • Have gained insight into innovative primary care models implemented in Catalonia.
  • Have reflected on leadership and organisational approaches applicable to their own contexts.
  • Have exchanged practical experiences and solutions with peers facing similar challenges.
  • Have strengthened connections with other professionals working in primary care management.

Practical information

The workshop will take place at the premises of CASAP, a public consortium responsible for the Can Bou Primary Care Team. CASAP is recognised as a highly innovative organisation, characterised by strong interdisciplinarity and advanced task-shifting practices among professional groups.

CASAP is located in Castelldefels, approximately 20 kilometres south of Barcelona, close to the coastal area.

Fee

The fee for participating in workshop is

  • €450 (+VAT) for EHMA Members
  • €560 (+VAT) for non-EHMA Members

A combined package – including the workshop and a ticket to the European Health Management Conference 2026 – is available for:

Faculty

Antoni Peris-Grao, MD, CEO, Consorci Castelldefels Agents de Salut (CASAP), Spain

Dr Antoni Peris-Grao is President of the European Health Management Association (EHMA) and Chief Executive Officer of CASAP – Consorci Castelldefels Agents de Salut, a public consortium delivering primary care services through a Primary Care Team and a Primary Care Emergency Unit. He has served as CEO of CASAP since 2005, leading the organisation’s long-term development with a strong focus on highly resolutive, high-quality primary care, organisational development, service innovation, and team cohesion.

Dr Peris-Grao is a medical doctor specialised in Family and Community Medicine. He holds a Master’s degree in Public Health and a Master’s degree in Primary Care Health Services Management, as well as a qualification in Quality Management. Prior to his executive role, he developed his clinical career in both primary care and hospital emergency settings. He has led primary care development projects in the Anoia area of Catalonia, acted as a consultant for preventive health programmes in Panama, and served as Medical Director of the Sant Martí Primary Care Teams in Barcelona.

He is actively involved in professional and scientific networks and has held leadership and advisory roles at both national and European level, including Vice-President of the Catalan Society of Family and Community Medicine (CAMFiC), member of the Advisory Board of the European Forum for Primary Care (EFPC), and member of the EHMA Board. He is also a member of BSalut, an association dedicated to research, innovation, and management in health services.

Prof Federico Lega, Full Professor of Healthcare Management, Università degli Studi di Milano, Italy 

Prof Federico Lega is Full Professor of Healthcare Management at the Università degli Studi di Milano, Department of Biomedical Sciences for Health, where he teaches healthcare management and policy and leads the Research Centre in Health Administration (HEAD). He holds a PhD in Business Administration and Management and has longstanding experience in academic leadership and executive education in the field of health management. 

Previously, Prof Lega served as Professor at SDA Bocconi School of Management, where he led research on strategy and organisational development in healthcare at the Bocconi Research Centre on Health Policy and Management (CERGAS) and headed executive education programmes for health managers, clinicians and industry leaders. He has also held visiting and adjunct positions at international universities. 

Since 2015, Prof Lega has been Editor-in-Chief of Health Services Management Research and serves as Associate Editor of BMC Health Services Research and Medical Care Research and Review. He has published extensively, with more than 150 articles in peer-reviewed journals and several books. Alongside his academic work, he advises health systems, hospitals and public institutions at national and international level, contributes to policy and governance initiatives, and collaborates with international organisations, including the World Health Organization. 

Mr Tino Martí, Analysis and Strategy Officer, Department of Health, Government of Catalonia, Spain

Tino Martí is Analysis and Strategy Officer at the Department of Health of the Government of Catalonia, where he coordinates the implementation of the CAIROS programme aimed at reforming and strengthening the Catalan health system.

Previously, he worked as Technical Officer at the WHO European Centre for Primary Health Care in Almaty, Kazakhstan, providing technical advice on health system strengthening to countries including Belgium, Bulgaria, Kazakhstan, Kyrgyzstan, North Macedonia, Romania, and Tajikistan. In this role, he also contributed to the organisation of the Global Conference on Primary Health Care held in Astana in October 2018.

Earlier in his career, Tino Martí held a range of managerial and technical positions within the Catalan National Health System, including roles at the Department of Health, the Catalan Health Institute (ICS), the eHealth Competence Centre (TicSalut), and the Primary Care Consortium CASAP. His professional experience spans health system analysis, strategy development, digital health, and primary care organisation.

Ionut Chiriac, MD, Specialist in Family and Community Medicine, Consorci Castelldefels Agents de Salut (CASAP), Spain

Dr Ionut Chiriac is a Family and Community Physician at CASAP – Consorci Castelldefels Agents de Salut in Castelldefels, where he has been practising in public primary care since 2009. His clinical work focuses on comprehensive, community-oriented primary care, with an emphasis on continuity of care, interdisciplinary collaboration, and patient-centred services.

Alongside his primary care role, Dr Chiriac has experience in emergency and specialist settings. He previously worked as an attending physician in the Emergency Department of Hospital de Bellvitge in Barcelona and as an attending physician in a private allergology centre. Earlier in his career, he served as a research assistant in Public Health at the University of Texas in Houston, contributing to research and public health initiatives.

Dr Chiriac completed his residency in Family and Community Practice in Barcelona and holds a Master of Public Health from the University of Texas in Houston. He obtained his medical degree from the University Gr. T. Popa in Iași, Romania. He is an active member and group coordinator within the Catalan Society of Family and Community Physicians, contributing to professional development and knowledge exchange in primary care.
